Title: Board Chair
A Certified Public Accountant (CPA), Darcy specializes in accounting, budgeting and management of water and sanitation districts.
For over 20 years, Darcy’s expertise, advice and fiscal restraint have ensured that each of the seven districts she serves operate in a fiscally responsible manner through annual budget studies, annual rate reviews, review of capital improvement programs and monthly review of all income and expenditures.
Vision: To best utilize District resources to ensure affordable water and sanitation services for our customers now and into the future. Fiscal responsibility is the number one concern as it relates to the decisions we make going forward.
Being a Certified Public Accountant since 1985 and having a background in budget studies, annual rate review, capital improvement and sinking fund analysis and investment oversight, Darcy is constantly looking for ways to cut costs and best utilize our strengths and resources to benefit our customers. Presently Darcy works with seven special districts in a similar capacity.

A Parker resident since 1992. Darcy enjoys traveling, photography and gardening in her spare time.
In 2009, Darcy volunteered to serve on the 2009 Parker Water & Sanitation Community Working Group. Her participation in this group has given her a broad understanding of the operational and financial challenges facing Parker Water & Sanitation District.
Darcy served on the Robinson Ranch Homeowner Association for six years - three years as President. During her tenure, she prepared and monitored a reserve fund study and helped implement major improvements to the community entrance, which included water saving landscape improvements.
Since 2004, Darcy has been a member of the Kempe Children’s Foundation Alliance for the Prevention and Treatment of Child Abuse and Neglect. She served as President in 2006 and Special Events Chair from 2004 to 2005.
Darcy has lived in Parker since 1992 and has been married to Steve Beard for over 30 years. They have two sons, Kyle and Ryan Beard.
